Draft Supplementary Guidance: Strategic Transport Fund

The Aberdeen City and Shire SDPA has approved Draft Supplementary Guidance: Strategic Transport Fund for consultation. The consultation period started on 12 December 2014 and will run close on 6 February 2015.

The intention to prepare statutory guidance was highlighted in paragraph 5.9 of the Aberdeen City and Shire Strategic Development Plan which was approved by Scottish Ministers in March 2014. The Action Programme prepared to accompany the plan's approval indicated that the guidance would be prepared in 2014/15.

The purpose of the draft supplementary guidance is to facilitate development while also addressing the cumulative impact of new development on the transport network.

Existing non-statutory guidance (available from the 'Current Publications' page) has been operational for almost 3 years following its adoption in March 2012, with agreements of £11m already secured through legal or other agreements towards the total cost of £87m. The opportunity to refresh and update the guidance has been taken as it moves to a statutory basis, using experience gained over the period it has been operational. The guidance has been amended to improve its clarity, bring payment schedules into line with other developer obligations and make contributions more proportional for non-residential development (by basing calculations on Gross Floor Area rather than site area).

The evidence base for the draft Supplementary Guidance is a study of the cumulative impact of the development carried out in 2009/2010. This is supplemented by an addendum to the study which provides more clarity on the link between development zones and transport interventions in light of the Reporter's concerns expressed at the SDP Examination Report (extract). The study as a whole remains valid and up-to-date because the Strategic Development Plan is a roll-forward of the land allowances in the previous structure plan. 

The Draft Supplementary Guidance: Strategic Transport Fund is available online and on request from the address below. It is also available to consult at the Headquarters of both Aberdeen City Council (Marischal College, Broad Street, Aberdeen) and Aberdeenshire Council (Woodhill House, Westburn Road, Aberdeen) during normal opening times.

Also available is a Strategic Environmental Assessment Scoping Report.

It is intended that the revised guidance (taking all responses into account) will be submitted to the SDPA at its meeting on 25 March 2015 and then be sent to the Scottish Government for its consideration in accordance with the legislation prior to adoption.
