Aberdeen City and Aberdeenshire Councils formally started work on a new structure plan in February 2007 to replace the structure plan (NEST) which was approved by Scottish Ministers in 2001. On 14 August 2009 the Scottish Ministers approved the Aberdeen City and Shire Structure Plan 2009 with no modifications.
The Aberdeen City and Shire Strategic Planning Committee (ACSSPC) had taken this work forward but this passed to the Aberdeen City and Shire Strategic Development Planning Authority after its designation on 25 June 2008.
